What is GLOKALde?

GLOKALde is international a peer-reviewed quarterly e-journal. International in scope, this scholarly e-journal publishes refereed articles focusing on the issues and challenges of providing theory, research and information services to global learners in any kind of distance education or open learning applications. GLOKALde is an official e-journal of UDEEEWANA-United Distance Education for Eastern Europe western Asia Northern Africa-. GLOKALde will particularly strive to meet the continuing education needs of practitioners and educators by providing a forum for the discussion of extended learning strategies, policies and practices, and trends in information technology as they impact the delivery of student support services for distance learners and faculties. Articles may be theoretical, philosophical and/or quantitative analyses of distance education/open learning and teaching issues, and may take the form of case studies, research studies or general interest reports. Sample topics include the role or history of distance education, standards for such services, organization or planning of new services, for distance learners, etc.

Book reviews, conference reports, cases, literature reviews, news items, editors' notes, announcements of conferences and publications and letters to the editor are also welcomed.

Goals of the GLOKALde

GLOKALde is planning to extend its readership by reaching every part of the world. It will focus on different regions by allocating much more space to contributors from the regions of North Africa (such as Morocco, Algeria, Tunisia and Egypt), the Middle East (such as Israel, Iran, Iraq, Pakistan), the New Turkic Republics, the Baltic Countries and Eastern European Countries (such as Poland, Romania, Hungary). This strategy will be realized in the ways listed below;

By sharing experiences on effective use of distance education in both formal and non-formal education fields.

Book reviews, conference reports, cases, literature reviews, news items, editors' notes, announcements of conferences and publications and letters to the editor are also welcomed.

Values of the Online Journal GLOKALde

Along with the mission statement, it is important to list the values which GLOKALde holds as a philosophy of Online Journal publishing. Such values are held in high esteem by all who practice them. To violate them would be to violate the foundation of GLOKALde and also its mission.

GLOKALde does not discriminate on the basis of race, religion, sex, national or ethnic origin, or physical limitations. This includes policies and procedures related to editorial membership of the Board, the educational program and personnel practices, admissions, scholarships, authors and readers.

Readers' Needsare at the top of the list of importance for GLOKALde and this should be known by all readers. We will not forget who we serve.

GLOKALde will try to provide not only quality articles to its readers, but will also try to meet readers' expectations.

GLOKALde will always value and prize those editors, reviewers and staff who have shown a willingness to provide quality publishing through their various levels of expertise.

GLOKALde will endeavour to show the community its commitment by sharing to its overall betterment. By committing to the previous three values, meeting this fourth value becomes a matter of record. In bringing quality to the community this value is strategically met.

General Policies

GLOKALde receives many more submissions than it can publish. Therefore, we ask peer-reviewers to keep in mind that every paper that is accepted means that another good paper must be rejected. In general, to be acceptable, a paper should represent an advance in understanding likely to influence thinking in the field. There should be a discernible reason why the work deserves the visibility of publication in GLOKALde rather than the best of the specialist journals. Submitted papers must be in English or mother tongue with 3-4 pages executive summary in English. After with a 3-4 pages executive summary in English we are given a link to original mother tongue version of the article

Open Access Policy

GLOKALde provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge. the GLOKALde allows to its authors to enter into separate, additional contractual arrangements for the non-exclusive distribution of the journal's published version of the work (e.g., post it to an institutional repository or publish it in a book), with an acknowledgement of its initial publication in this journal. Readers can copy and distribute the published work in any medium and format; remix, transform, and build upon the work as long as the original author.

Peer review policy-Review Process

All submitted manuscripts are read by the editorial staff to save time for authors and peer-reviewers, only those papers that seem most likely to meet our editorial criteria are sent for formal review. Those papers judged by the editors to be of insufficient general interest or otherwise inappropriate are rejected promptly without external review (although these decisions may be based on informal advices from specialists in the field).

Manuscripts judged to be of potential interest to our readership are sent for formal review, typically to two reviewers, but sometimes more if special advice is needed (for example on statistics or a particular technique). The editors then make a decision based on the reviewers' advice. The review process usually takes 2-3 weeks since submission time.

All submissions to the journal are initially reviewed by the Editor and his Associates. At this stage manuscripts may be rejected without peer review if it is felt that they are not of high enough priority or not relevant to the journal. This fast rejection process means that authors are given a quick decision and do not need to wait for the review process.

Manuscripts that are not instantly rejected are sent out for peer review, usually to two independent reviewers. Based on the feedback from these reviewers and the Editors’ judgment a decision is given on the manuscript. Manuscripts may also be sent out for statistical review.

Please read through the guidelines below before submitting your paper. Material must be original, scientifically accurate, and in good form editorially. The manuscript should be informative, summarizing the basic facts and conclusions, and maintaining a coherence and unity of thought.

    • Adequacy of design and accuracy of analysis,
    • Presentation and interpretation of findings, discussion and conclusions,
    • Inclusion of appropriate implications for practice and policy,
    • Overall clarity of ideas and expression,
    • Significant and timely,
    • Consistency with existing literature,
    • References to relevant existing work, and
    • Grammatical construction; writing style; use of non-sexist language.

Policy on Plagiarism

The policy is shaped by two desires: to inform authors of acceptable writing practices and to set a very high standard for the publication of peer-reviewed articles. When plagiarism is detected, by either peer reviewers or staff editors, before or after acceptance, during editing, or at any time before publication, GLOKALde staff will alert the author, asking her or him to rewrite or quote exactly and to cite the original source. If the plagiarism is extensive-that is, if at least 35% of the original submission is plagiarized-the article may be rejected and the author's employer notified of the infraction. If plagiarism is detected after publication, the editors will notify readers of the infraction through an editor's note in the journal, and the author's employer may be notified of the breach.

The chief goal of our policy is threefold: to provide advice for our authors, to maintain the scholarly integrity of our journals and their content, and to detail the ethical responsibilities of GLOKALde, our editors and authors. We expect all authors to read and understand our ethics policy before submitting to any of our journals. This is in accordance with our commitment to the prevention of ethical misconduct, which we recognize to be a growing problem in academic and professional publications. It is important to note that most incidents of plagiarism, redundant publication, copyright infringement or similar occur because of a lack of understanding, and not through fraudulent intent. Our policy is one of prevention and not persecution.

Authors should:
  • Ensure that all researched work submitted is original, fully referenced and that all authors are represented accurately.
  • Provide accurate contact details for a designated corresponding author, who shall be deemed by the publisher and editor as fully responsible for the authorship of the paper and all communications concerning the ethical status and originality of the paper. This includes any queries or investigations that may arise, pre-or post publication.
  • Openly disclose the source of all data and third party material, including previously unpublished work by the authors themselves. Anything that could compromise the originality of the submission should be expressly avoided and/or discussed with the editorial office in the first instance. Identify any third party material that they intend to include in their article, and obtain written permission for re-use in each instance from the relevant copyright holders.
  • Openly disclose any conflict of interest –for example, if publication were to benefit company or services in which the author(s) has a vested interest.
  • Expect to sign a copyright assignment form on acceptance of their work, which will assume that the author is empowered to assign copyright to the publisher.
  • Expect the editor to scan submissions using plagiarism detection software at iThenticate to check a paper’s originality before sending out for review.
  • Fully correspond and comply with the editor and publisher in any requests for source data, proof of authorship or originality in a timely manner, providing reasonable explanation for discrepancies or failures to disclose vital information.
  • Fully co-operate with any consequent investigations if the editor and/or publisher are dissatisfied with the evidence available or the explanations provided.
  • Expect transparency, efficiency and respect from the publisher and the editor during the submissions process.

    GLOKALde is committed to maintain the highest quality original research materials. All papers accepted for publication will be subjected to a rigorous peer-review.

    Any papers suspected of plagiarism, falsification and inauthentic authorship will never be published. So anyone is allowed to copy, distribute, and transmit the article on condition that the original article and source is correctly cited. In an open access model, we promise that readers don’t pay for the subscription and accessing fee to access online published articles. For authors, only some fundamental costs like editing, production and peer-review are included to maintain normal operations of our company.
